An IRS agent, who is tasked with delivering a letter to Katie that she is being audited by the IRS. As Katie is not at the Base, Timothy takes control, accepts the letter, and recognizes it for a scam letter, to defame and embroil Katie in fraudulent activities. Timothy handles Overhill all through the book, including getting rid of him last chapter, complete with a bill for Timothy's services in proving the action was all a scheme to ruin Katie.

Finds one lead to a possible IRS suspect, a Laurel Hoffling. Cannot trace it, so provides it to Brushwood to work on.
Timothy never told Katie about the scheme.
